Why do certain vaccinations (measles, polio) prevent diseases, but others (flu, COVID-19) just lessen their severity?

Some believed that, similar to how polio and smallpox vaccinations are almost 100% effective against those diseases, COVID-19 vaccines would be a magic bullet against the new virus when they were first released in December 2020.
